NOTICE OF ISSUANCE OF A REQUEST FOR QUALIFICATIONS & PROPOSALS FOR THE REDEVELOPMENT OF CERTAIN REAL PROPERTY LOCATED IN THE LANDFILL REDEVELOPMENT AREA IN THE BOROUGH OF SOMERVILLE IN SOMERSET COUNTY, NEW JERSEY


Notice is hereby given that a Request for Qualifications & Proposals (“RFQ/P”) has been issued by the Borough of Somerville (“Borough”) in conjunction with New Jersey Transit (NJT) as of October 29, 2007. The Borough of Somerville in conjunction with NJ TRANSIT are seeking qualifications and proposals from qualified developers to redevelop the157+/- acre Landfill Redevelopment Area made up of municipally owned land; NJ TRANSIT owned land and privately owned lands, into a vibrant Transit Oriented and Mixed Use Development consistent with the Station Area and Landfill Vision Plan (See Exhibit A) and in conformance with the Station Area and Landfill Redevelopment Plan (See Exhibit B). The Redevelopment Area is strategically located in Somerville, New Jersey with frontage on State Highway 206, Veterans Memorial Highway, South Bridge Street and the NJ TRANSIT Somerville Station.

The submission should include an offer to purchase certain municipal properties and offer to purchase and/or lease certain NJ TRANSIT properties located within the Redevelopment Area.

The Request for Qualifications & Proposals (“RFQ/P”) may be examined at the Administrator’s Office, Municipal Building, 25 West End Avenue, New Jersey 08876. A copy may be obtained by prospective Proposers for a non-refundable handling fee of $100.00 payable to the “Borough of Somerville” during the weekday hours of 9:00am and 4:00 pm. The package will include a hard copy of the RFQ/P and a CD version which will also include an area map and a parcel map. Following receipt of the required fee and upon request, the RFQ/P will be shipped overnight via Federal Express to the prospective Proposer.

The RFQ/P sets forth relevant information regarding the area to be redeveloped, including applicable design standards and objectives, survey and topographic data, developer qualifications, proposal format and the process for developer selection.

A non-mandatory pre-submittal conference has been scheduled November 14th, at 10:30 am in the council meeting room of the Somerville Police Department, 24 South Bridge Street, Somerville New Jersey for the purpose of discussing the project.

Application fee is to offset the Borough cost of professionals who will be reviewing proposals.

Qualifications and Proposals must be submitted in sealed envelopes or boxes.
Proposers are advised to carefully review submission instructions contained in the RFQ/P.

Pursuant to the Local Redevelopment and Housing Law (N.J.S.A. 40A:12A-1 et seq.), the Borough will act as the redevelopment entity for the Redevelopment
